ClamFresh was patched when ClamWin was upgraded from 94.0 > 94.1 and, using Win98SE, the DB download no longer functioned. See image 1:

FreshClam 94.0 and 94.1 DB download did work when the following "WinSocket Error" appeared. See image 2:

The "WinSocket Error" was apparently fixed, and, once again, FreshClam 94.1 would not download the DB.
WinDiff was offered, which comes free on the Win98SE CD, as a means to examine FreshClam 94.0 and 94.1 to determine and resolve the differences. A copy of WinDiff and how to use it, with screen-shots, can be found at:

Note: Inserting FreshClam 94.0 into Clamwin 94.1 allows the user to download the DB, but taking the same approach with ClamWin 95.1 does not work.
The WinSocket differences between Win98SE vs XP and Vista would be the first place I would examine in searching for a solution to this issue. I would suggest, if this turns out to be the "problem", that a Win98SE plug-in be created as your organization moves to accommodate even higher OS' i.e. Windows 7.
I cannot believe in a World of ClamWin users that someone doesn't have the ability to correct this issue.
