I've registered to clamav-virusdb mailing list. I've got problem in submitting a new undetected virus. I've tried to submit new virus before via website provided by ClamAV site (https://cgi.clamav.net/sendvirus.cgi) and i got an error "the file [virus name] is too large."
So, how I can submit a new virus to ClamAV team. Because there are many new local virus in my country (Indonesia) that can't be detected by most anti virus. As an info, I use the portable version of ClamWin, downloaded from www.portableapps.com.

Perhaps one of the ClamWin team can give you more information on alternate sites to submit to Clam, but you could submit it to VirusTotal Online Scan at https://www.virustotal.com/en/virustotalf.html. This site uses multiple scanning software, and including Clam. I believe Clam (and the other antivirus companies they use) will receive copies of any new viruses.
