I think what is happening here (I could be wrong--I'm used to it) is that a manual update bypasses the time updated mechanism. Or perhaps there were no changes to the databases when you did the manual updates. The update time probably comes from Clam AV when a scheduled update happens and when/if one of the databases actually is changed.

Check your ClamWin update reports to see if that can tell you what is going on. Was the last update time when one of the databases actually changed?

Try this--delete all the files in your ClamWin database folder and then do a manual update. I think this will work, but save them somewhere else as backup before you delete them.
