While setting up the ClamWin for a friend of mine in Venezuela I noticed the unavailabiity of the database.clamav.net addresses - they do not (seem to) exist - also manualy insering a known address does not allow access to the databases.
Is it possible to access the databases through a (pure http) public accessible proxy?

try db.local.clamav.net or db.xx.clamav.net where xx is the country code (us, gb, au, etc)

It might be related to your problem, I just posted a suggestion that worked for me there.
