When you install ClamWin, the installer will ask you whether you want to update the db or not. By default, this box is checked. Uncheck it to skip database upload.

Thanks, I made the question incomplete, in my case desire of installing clamwin without the data base is updated, but in quiet way.

Clamwin can be installed without the database is updated by means of clamwin-0.88.7-setup.exe /mergetasks="!DownloadDB"
