I have a friend who has an account here but can't log in because it says the password is wrong but when they try to reset password, it says the account is inactive and to contact an administrator, but can't find how to do that!

What Contact link on what main page?
If I click the logo at the top left (normally the Home button on websites as I hope we all know), it goes to https://forums.clamwin.com/index.php and if I do Ctrl+F (browser search box) and type "contact" (without quotes), it says 0 of 0 results...

The main ClamWin page is at https://www.clamwin.com on the web. Most likely you visited it where you clicked on the Forums link to get here. There is also a Contacts link on the main page.
