Windows Explorer integration broken, Windows 8.1

Using Windows 8.1 Enterprise x64 with true admin permissions set. I've reinstalled twice, no luck there. Checked in CCleaner under Tools > Startup > Context Menu and it shows that ExpShell64.dll is active for files and folders but nothing shows up in my right click menu at all.

I even tried to re-register ExpShell64.dll with regsvr32 and it simply states "The module "ExpShell64.dll" was loaded but the entry-point DllRegisterServer was not found. Make sure that "ExpShell64.dll" is a valid DLL or OCX file and then try again." I'm not sure if installing with Windows 7 or lower compatibility would work. What else can I try?

I have had a similar problem on my wife's Win 8.1 x64 computer since the Windows Patch Tuesday updates in April--I have lost integration with Windows and can not access the ClamWin system tray menu for any configuration items. It seems that even as an administrator and with User Access Control I need some sort of "super admin" level to get it to work. There is no such problem on my Win 7 x32 laptop. I keep hoping a future Patch Tuesday update will correct things. I have told the ClamWin developers about it, and I thought I was the only one with this problem. For the present, I just access ClamWin via the desktop icon when I need to. I will refer your post to them.
