Your download was corrupted. NTVDM comes up when windows thinks something is an executable for DOS or contains some headers that windows itself does not recognize.

Redownload.

Perhaps the host has a bad copy of it then. The file extension may be incorrect too, it could be a mistakenly named zip file or the like.

ClamWin doesn't host the portable version, someone else creates that, perhaps they have a forum to ask on?

paf.exe should be 7z self extracting, so it may be a firewall or something in between, please check the size of the downloaded file

Hmmm... if the host version was corrupt it's extremely unlikely I'd be the only one whingeing, so it's more likely to be an issue at my end. Like the firewall, but what would it be wanting access to through the firewalls (netgear and zonealarm)? I download files, like most of us, dozens of times a day, including normal zips (not conscious of a previous 7Z though. Wouldn't latest version Winrar handle that?)

File size 21732.

21732 does not look like clamwin portable, open the file in wordpad and see if it's html

good guess squire. Had this problem before?

May be a problem caused by my use of "Free Download Manager". Just forced it to bypass fdm, and downloaded a much healthier looking 6,250,840 byte file...

Can now try to run that. Will no doubt reappear when I hit the next brick wall.

Installed on to a https://www.nu2.nu/pebuilder/ BartPE startup disk with https://www.zabkat.com/ X2 portable and Clamwin portable - booted an arbitrary laptop from it and was able to run the virus scan no prob. The only gotchas - which I'm guessing there's a fix for - is that the copy I dumped onto the CD couldn't find their databases, so you have to reset those in "File Locations" and, of course, you have to point to a logging zone off the CD. Fortunately BartPE sets up a ramdisk which is eminently suitable for the task. Good shit. I am now officially impressed. Thankyou chaps.
