Why Are Scan Summaries and Reports In Different Directories?

Why are the normal scan summary reports placed by default in C:\Documents and Settings\All Users\.clamwin\log and the longer reports you can save after a scan put in the C:\Program Files\ClamWin\bin directory? Should they be put in the same or adjacent directories? Additionally, would it be better to automatically append the longer reports right after the summary without bothering the user and have ClamWin "police" them up periodically or when they reach a certain size?
