Maybe make it an option. The recycle bin normally doesn't empty upon restart on the computers I deal with. Files in the recycle bin are easy to restore and run. For the computers I take care of, I want the recycle bin scanned. Viruses removed from the computer regardless of location.

The System Restore is another place where a virus can reside. For instance, if you get a virus and then a System Restore point is set up. Even if you remove the virus from where it was, it can still be in System Restore if the area where it was is included in the System Restore point. If you later Restore to that point, you will have the virus again!
