It is not available except from the developer, Andrea Russo. If you have the test1 version, you can get it the same way that you got test1.

Is it still unsafe to use ClamWin+Clam Sentinel as the only AV protection instead of Microsoft Security Essentials?

Yes - ClamWin even with Clam Sentinel does not provide sufficient protection unless they are your only choices because of an older computer. In that case, you should also use Malwarebytes free and do a daily scan with it in addition to a ClamWin scan. Otherwise, users should continue to use a real-time antivirus (like Windows Defender/Security Essentials, Avira free, Panda Free, Avast free, or AVG free.

ClamWin/Clam Sentinel only protect against file-based malware. The others can also protect against some web-based injection malware and exploits.

It is not safe to use ClamWin with Clam Sentinel. Clam Sentinel was discontinued in 2014. It is based on malware that existed from 2012 to 2014, and malware has changed since then. Sentinel is thus out-of-date and unable to detect most new 2019 malware.

As for ClamWin, there have not been any new versions for over a year now, although the Clam Av Linux scan engine that is used by the ClamWindevelopers has had several new/improved versions during that time. In addition, there are just not enough virus signatures provided by Clam Av to offer good protection for ClamWin's Windows users.

I stilll use both ClamWin/Clam Sentinel but only as a backup scanner to a real-time, up-to-date antivirus, and you should do the same.

However, I recommend that you use Microsoft Security Essentials and keep ClamWin with Clam Sentinel as a backup. The Clam Sentinel front-end can handle lots of static virus files if you get them. I have stress tested it on over 20 viruses copied at once! In my stress testing, Sentinel is actually faster than Security Essentials when you just throw malware files to it that are not yet activated. However, if a virus becomes active, Sentinel may not react fast enough, and some damage could be done on your computer before it can react. It does not hook the Windows kernel like most real-time AV programs.

I helped Andrea Russo on the heuristics for Clam Sentinel (see his thanks to Robert Scroggins in the program notes). Clam Sentinal development ceased in 2014, and it is now out-of-date against most virus software, which has not ceased development since 2014.
Clam Sentinel was designed to detect the sloppy malware that existed in 2012-2014, and most malware is professionally-written now. It can not detect today's fileless malware that uses scripts and lives off the land. It can detect some obfuscated malware, but most malware authors now obfuscate their malware differently than they did in 2014.

Is Clam AV + Sentinel enough as the only AV protection?
