You might try installing another AV and see if you have the same problem. If so, malware might be preventing installation. Of course, it could be because of something specific to your computer--other software using the same resources, etc. Have you made any significant changes lately to the system?

this system has been unchanged and stable for several months. i have run malwarebytes and it found no problems. i tried to manually set the location values once and it lasted long enough to get Clam to check the box and it found about 20 pups which it should have removed. But has not run or allowed it to run again.

Twenty potentially unwanted programs sounds like a lot. Did you check to see if anything is in quarantine? Perhaps a needed Windows app was quarantined in error. The Clam AV scan engine and virus signatures used by ClamWin have more false positive detections than other AVs--mainly because Clam AV is primarily a scanner for Linux email servers, on which Windows programs do not exist. The PUP signatures used by Clam AV are particularly bad about false positive detections. Lots of packers/packed apps are detected by the Clam AV signatures in error as PUPs, and I think it is not worth the trouble. I do not enable ClamWin to detect PUPs on my box, and I highly recommend you do not enable PUP detection.
The Clam AV signatures are also not enough. Clam produces approximately 1,000 virus signatures per day. In my opinion, you need at least 10,000 daily signatures in order to provide decent user protection. Clam AV also has practically no heuristic detections--it is all signatures. This is why the ClamWin developers recommend that ClamWin should be used as a backup scanner to a real-time AV program. This is especially important for business/organizational users of ClamWin.
