I'm noticing files with names like "CAKHD56" (no extension) in every directory in my Win XP machine. File size is listed as empty. When I try to delete them, Windows won't let me.

Are these files created by ClamWin Antivirus, or some other program?

no clamav creates somethine like clamav-123484398342 in temp but it deletes all temp files if it terminates correctly,
it may be a spyware, use processxp from https://www.sysinternals.com/ https://www.sysinternals.com/ and search for the process using the file handle
(there is an option find handle)
