Thank you for using ClamWin!
I think the problem is that the Clam AV scanning engine used by ClamWin is probably not set up for Hebrew. The Clam AV project furnishes the scanning engine and signature database used by ClamWin. Any correction would probably have to be made by the Clam AV side. The file you referenced looks like a text file from name and is probably not malicious, but you can verify any unreadable files like that with the Jotti or Virus Total online scanners and, if they are not malware, exclude them from ClamWin's scanner via Configure ClamWin, Filters, Exclude Matching Filenames .
The Clam AV bugzilla page for reporting bugs (I guess this might be in that category--for lack of a better term) is at https://www.clamav.net/lang/en/bugs/ on the web. If you don't want to report it there, I suggest you send email to Joel Esler, the Open Source representative for Clam AV at jesler at sourcefire dot com.
ClamWin is an on-demand scanner that scans only when you do a scheduled scan or do a manual scan. It does not scan in real-time. The Clam Sentinel project at https://sourceforge.net/projects/clamsentinel/ on the web lets you scan with ClamWin as files are added, copied or modified on your computer, and it has its own heuristic engine to detect new malware for which there are no ClamWin signatures. Clam Sentinel is Open Source and free, just like ClamWin, and it is written especially for XP and older computers, but it also works fine on Vista and Windows 7. If you try Clam Sentinel and like it, you might want to contribute a Hebrew translation for Clam Sentinel Menu screens. Here is what you need to do to contribute a translation: download this file: https://clamsentinel.cvs.sourceforge.net/viewvc/clamsentinel/ClamSentinel/Languages.txt from the web and then do the translation and send the translation file to: dynclient@users.sourceforge.net. A Hebrew translation for ClamWin would also be nice, and you can use the Contact Us linke on the main ClamWin page.
Regards,
