Yes, false positives can not be completely stopped, but the ClamWin devleopers have gone a long way in helping by preventing false posirtives on Microsoft program files from being quarantined or removed by the program.
Viruses often use the same code as "good" programs. Clam AV has a false positive "farm" where their signatures are checked against good programs, but the farm does not have every good program. Also, Microsoft and other program developers are constantly patching their programs, and it hard to keep up with all the patches.
All we users can do is report false positves to Clam AV as soon as we can. Every AV has them.
