You might try an install in Windows Safe Mode. You can enter safe mode by hitting F8 every second or so upon booting up. At the select screen, select Safe Mode With Networking so you can access the internet. If you can install an AV, do a scan with it in safe mode.
While in safe mode, see if you can get the free version of Malwarebytes Antimalware from https://www.filehippo.com/download_malwarebytes_anti_malware/ on the web. The free version lacks real-time scanning and scheduling, but it is fine. Malwarebyes does a good job at finding malware that is already on your machine. Run a QuickScan with it in safe mode. I have seen it find hundreds of malware variants on a machine!
If you have malware on your machine, it has probably got its hooks into the system pretty good. I like to use F-Secure's rescue CD in that situation. You can get it a https://www.f-secure.com/en_EMEA-Labs/security-threats/tools/rescue-cd/ on the web. Read/follow all the instructions at F-Secure. The rescue CD contains their scanner wrapped in a version of the Linux OS, so any malware you have can't hide from it--provide it has a signature.
Good luck. The ClamWin Antimalware page also lists some sources of help if you are infected.
