most likely you are not using the required (old) version of wxWidgets - 2.4.2.4

From your documentation:
--------------------------------
Install wxPython extension

Ensure that the version 2.4.2.4 (https://prdownloads.sourceforge.net/wxpython/wxPythonWIN32-2.4.2.4u-Py23.exe?download) for Python 2.3 is installed.
--------------------------------------------------------------------
it is what did you mean?
I installed the pack.

check your wxWindows for python installation paths, etc - the error clearly means an incompatible wx version

Do you mean wxPython?
I installed wxPythonWIN32-2.4.2.4-Py23.exe which is appropriate for my Python version

You need
to apply the following patches that fix some bugs in wxPython:
clamwin/patches/wxPython-2424.maskededit.patch
clamwin/patches/wxPython-2424.throbber.patch
clamwin/patches/wxPython-2424.timectrl.patch

useParentBackground is added in wxPython-2424.throbber.patch
