Configure Clamwin Quarantine

How can I configure ClamWin to move infected files to quarantine for all users? If I install it under one user account and change the Infected Files setting to Move to Quarantine Folder, it only sets it for that user account. If I want that setting enabled under another user account, I have to login as that user and change it there.
Is there a registry change I can make that will take care of that?
