I have no idea why does it fail on your system. I do not want to sound rude but we cannot afford to spend time solving your issues, try Google or any other search engine.

This is not a problem with Clamwin product or Clamwin source code. The problem is with your build environment and you need to resolve it yourself. I never saw this error and have absolutely no idea why you get it; and cannot spend time here finding it out for you. I suggested Google because more often than not you will find an answer to a problem if you can formulate the question properly (which is sometimes the hardest bit).
A quick search in Google suggests an issue with Unicode/Ansi builds of InnoSetup

That's a DCOM/OLE issue or whatever MS is calling it now. Search this: instalshield dcom and there should be a patch to correct this issue.

Doesn't sound like DCOM/OLE and we do not use Installshield - just Inno setup

Just one bad inno installer can blitz the DCOM/OLE. And often, it is what lept out of the inno install.
Butt was the temp folder cleaned out?
Could be that simple.
