Does ClamWin detect government spyware such as the FBI's Magic Lantern keylogger?

It just depends upon whether or not an AV's users submit files infected with government spyware. ClamWin will detect any virus/malware/spyware for which there is a signature. It uses the scanning engine and signature database provided to us by the Clam AV team at Sourcefire.
The antivirus industry does not exclude any government spyware from detection, so if any antivirus program, including Clam AV, has a signature for a virus, it will detect any file with that signature. I know that Clam AV has signatures for Stuxnet and Duqu variants, so it will probably have signatures for any widely-distributed virus.
Government spyware (both foreign and domestic) is probably meant primarily for government agencies, defense departments, and profit-oriented businesses with patents and proprietary inventions/processes, including infrastructure businesses. None of these types of targets are big users of either Clam AV or ClamWin. So it gets back to the users--no AV is any better than its users.
