I have found my Quarantine folder, but the file's names have been changed, and they have possibly been encrypted. How do I recover these files?
Also, these files never should have been scanned in the first place. The files were not being run/executed, they were simply being copied to a backup drive. How do I turn OFF Quarantine during backups, without shutting down the entire scanner?

What AV are you using? It sounds like it is a real-time AV that scans files as they are accessed. ClamWin is not an on-access scanner. It only scans on-demand or on-schedule, so ClamWin cannot be your problem.
The ClamSentinel project (a separate project not related to ClamWin) has a real-time scanner that uses ClamWin as its scanning engine. The ClamSentinel web site is at https://sourceforge.net/projects/clamsentinel/ on the web. Both ClamWin and ClamSentinel have falsely quarantined protection for Windows system files and Microsoft-signed files for Windows XP, Vista, and Windows 7 computers. If you are using ClamSentinel, you should be able to restore files from quarantine via the ClamWin quarantine browser that was released with ClamWin version .97. Configuration of Clam Sentinel is done via the ClamSentinel icon in the Windows system tray. I suggest you read the ClamSentinel Simple Guide if this applies to you.
