This is not an indication of a virus--merely a notice that a specific file could not be opened due to lack of permission. Most of the time, these notices do not indicate a problem. You may encounter this notice on occasion when a file is in use at the time of the scan. Sometimes it is a permanent thing, such as with some Windows files--hiberfile and pagefile. Sometimes a virus can lock a file, but I do not see this very often. This would be a red flag, and most viruses would hide a file with a rootkit or by changing the Windows Folder view configuration.
If you are concerned about it and want another opinion, do a Quick scan with Bitdefender's online scan or with Malwarebytes' downloadable free Antimalware or Trend Micro's downloadable free Housecall. Malwarebytes is good at finding malware once it gets on your computer. Housecall has a good quick scan, does not take up much room, updates itself before a scan, and has a connection to the Cloud. iirc BCD should be the windows vista/7 registry hive that holds boot configuration, it's ok that you don't have permissions to open it directly
