Use QRecover.exe in ClamWin bin folder.

If you are using Clam Sentinel, its Quarantine Restore option is much easier to use. You can access it from the Clam Sentinel system tray menu. In fact, I'll bet ClamWin could substitute Sentinel's version for the QRestore program without too much trouble.
