As with any software there will always be dissatisfied users for various reasons. Sometimes it may be an innocent lack of understanding what the software is supposed to do.

Maybe it's the time to accelerate on access feature? If clamwin support it, it will be one of the mostly used open source software. Later, you can add commercial support to clamwin.

with current resources (2 people working on the project in spare time) it does not seem possible. We have done a fair amount of work for on-access however I don't know when we will be able to finish it...

My suggestion: work up a "needs requirement" of what you need to finish developing on access capability for ClamWin and put it out in the Open Source community with a call for help.
