Generally, they're considered tools to assist virus creators, but are not inherently malicious. Provided you know what this file is, no harm done.

Most likely you have ClamWin's configuration to rerconize Potentially Unwanted Applications (or PUAs). A PUA is a tool that can be used by malware writers--such as keyloggers, password crackers, etc. They are not malicious if you are aware they are on your machine. They will still remain in the PUP definitions, however. You can exclude them from ClamWin scans by going to the Filters Tab and inserting the file (filename.ext) in Exclude Matching Filenames. You could also disable PUA detection by unchecking the Detect Potentially Unwanted Applications option in the Advanced Tab in ClamWin's configurations. If this is not a PUA, you can still exclude the file(s) per above.

The PUA option acts as a "cheap" heuristic for ClamWin. Many antiviruses have them now.

Regards,
