My computer was off when the scheduled scan is supposed to run weekly because the computer was asleep or off (it's set to go to sleep after two hours of inactivity, and hibernate when I close the lid plugged in or not), and with my usage I'm not sure there's a consistent enough day/time that I have the laptop on, and I'm not seeing an option to set ClamWin to scan ASAP after a missed scheduled scan.

There is no option to make up a missed scan, and there has been little development of ClamWin for several years now. The developers mostly prepare a Windows port of the Clam AV program for Linux email servers, slap a GUI on it and leave it at that.
You should be using ClamWin as a backup to a real-time Windows antivirus. There are lots of free ones available, including Microsoft's Windows Defender, which has developed into a pretty good AV.
