I have a Pionex computer running Windows 98, and I got clamwin recently, and when I scan, it stays stuck on the "loading virus signature database" screen, I've waited for hours, and nothing happens, and on top of that, it slows down my computer
Is there any way to fix this?

I do not think it can be fixed. ClamWin is now unreasonably slow on every computer that is running it--both in loading the database and in scanning. Some fairly recent code in Clam AV has speeded up Clam AV; however, the ClamWin developer has not upgraded ClamWin for any new versions of Clam AV for about 2 years now.
After being a ClamWin user since 2006, I no longer use it. Besides the slowness in loading the signature database and in scanning, the Clam AV signatures are not enough to provide good user protection, and the Clam AV code has no heuristics or other means of detecting today's advanced malware, some of which is fileless.
For Win 98 users, the free OS Armor from NoVirusthanks, provides better protection. The Tiny Wall firewall will also help--if it can be used on Win 98 (I don't know if it can). The NoVirusThanks people (French) also have lots of other free software that might be of help in securing Win 98.
However, Win 98 is 22 years old now, and you should probably upgrade to a modern OS for better protection.
